The City of Warman says a permit is required to alter, repair or renovate any building, and its FAQ does not mention roofs by name. Before a roofing contractor starts, call City Hall at 306-933-2133 to ask whether your job needs one, and get in writing who handles it.

What does the City of Warman say about building permits?

Warman's FAQ has a planning and development section that answers most of this. The rows below are the ones a homeowner hiring a roofer needs.

QuestionWhat the City's FAQ says
When is a permit required? To construct, erect, place, alter, repair, renovate or demolish any building in the City. Sheds under 100 square feet and fences are the exemptions listed.
How long does approval take?12 to 16 business days depending on complexity. Larger or discretionary-use applications take longer.
How long is a permit valid?Twelve months, as long as construction begins within the first six.
What if work starts without one?The City may charge double the permit fee and may put an order on the property until permits are applied for.
Who pays? The owner is always responsible for permit costs, not the applicant.
What if the house is sold with a permit still open? The new owner has to complete the permit process.

Does a roof replacement in Warman need a permit?

Warman's FAQ doesn't say. Sheds under 100 square feet and fences are the only exemptions listed, and re-roofing is named nowhere. The rule itself is broad, covering altering, repairing or renovating any building, so treat a roof replacement as a job that may need a permit until City Hall says otherwise. The number is 306-933-2133.

Other cities spell it out. Saskatoon lists same-material roofing replacement as work that needs no permit, and Regina does the same for re-roofing with a similar type of roofing and no structural change (we go through Regina's wording in roof replacement permits in Regina). The Warman page we read has no equivalent line, so ask instead of assuming.

What should you have ready before calling City Hall?

A short call goes faster with the facts in front of you. Have the property address, what is coming off and what is going on: the same asphalt shingles again, or a different material. Know whether any decking will be replaced and whether the roof shape, pitch or framing is changing at all, because a job that changes structure is a different question from a straight swap.

Then ask whether the job needs a permit, and ask for the answer by email so it can go in the folder with your quote. If your roofer has already asked the City, ask to see that reply too.

How long will a permit add to a Warman roofing job?

If City Hall says you need one, the City's own range is 12 to 16 business days from application to approval. That is roughly two and a half to three and a half weeks, and longer for bigger applications. Apply before you book the crew, not after.

The permit lasts twelve months, but only if construction starts within the first six, so there is no point applying a year ahead either. The City's applications and forms page says applications that change a building's footprint need a site plan attached. A re-roof on its own does not change a footprint, and the building permit checklist linked from that page is where the rest of the requirements are listed.

The install is the short part. On a Warman home, a shingle replacement usually takes a single day once the job is booked and the materials are staged.

Who is on the hook if the permit is skipped?

You are. The City says the owner is always responsible for permit costs, and that a property with an outstanding permit passes the obligation to the next owner when it sells. A double permit fee and an order on the property are the penalties the City names.

Buyers can order a Property Information Disclosure or a Building Information Abstract from the City before purchase to check for open permits. If you ever sell, keep the roof paperwork in one folder: the permit if one was issued, the written quote and the warranty.

What should a Warman roofing contract say about permits?

Whoever you hire, the contract is where the permit gets settled. Ask for these lines in writing.

  • Who calls City Hall to confirm whether the job needs a permit.
  • Who applies, and who signs as the owner.
  • Whether the permit fee is inside the price or added to it.
  • A start date that sits after approval, not before.
  • The workmanship warranty, with its length. Ours is 10 years on every roof we install, on top of the GAF manufacturer warranty on the materials.
